Savage (hereinafter. “Savage”) also wrote the City of San Diego (hereinafter “the City”) on behalf of Ms. Scripps requesting permission to construct the breakwater. He enclosed with his letter plan drawings of the proposed breakwater. In this letter, Savage states the purpose of the breakwater “is to create a bathing pool” and the cost would be “in the vicinity of $50,000.”
